All of the Cheltian Nation who come to read this instrument know that I will its contents to be law and by divine ordinance the will of the Barr is law. This fiat is to be carried by all Lorm.
This fiat shall be known as the 'Fiat on the Creation of a New Caste and on Social Mobility'.
There shall be a new birth-caste among the Cheltian Nation. This has not happened in living memory. But the stories of old speak of a journey the Natin must make across the seas. To get across the sea, we must have ships.
The new caste shall be known as the Rirn. They shall be shipwrights and sailors They shall learn the skills associated with this role from volunteers from other nations and lands, or from slaves captured from those nations. They shall be of middle-class rank, above Tirn.
Since no-one can be born into this new caste without members of the tribe populating it, forming its ranks, two measures shall be taken to ensure the Nation has its ships built:
1. Members of other middle-class castes who wish to make an application to join the new caste may do so by presenting themselves to the Barr or Char.
2. Foreigner shipwrights may join the Nation on proving their worth and undergoing the Rite of Foreign Embrace.
