ORDER-IN-COUNCIL issued by the voice of Barr Boar Tulip in council with Char Mountain Rock and Char Loud Waterfall.

All of the Cheltian Nation who come to read this instrument know that I will its contents to be law and by divine ordinance the will of the Barr is law. This order is made in council with the Char, who bear the wisdom of ages. This order-in-council is to be carried by all Lorm.
This order-in-council is to be known as the 'Order-in-Council Regarding Unilateral Diplomatic Recognition of Certain States of the World'.
Following the settlement of the Char at their Lodgment on the far continent, it has become clear to the the Barr and Char that a barrier to trade and further prosperity for our Nation is a lack of diplomatic recogniton by bordering states and international organisations.
Therefore the following measures shall be enacted:
1. The following states shall receive full, unequivocal diplomatic recognition by the Cheltian Nation. They shall be entitled to an Embassy Tent at the Far Char Lodgment and their ambassadors shall be known as 'Foreign-Friends of the Nation', with the same civil rights as members of the Nation.
a. The Empire of the Alexandrians.
b. The Commonwealth of Hamland.
c. The Imperial Republic of Shireroth.
d. The Six Islands, or Jingdao-At-Sea.
e. The High Realm of Stormark.
2. Certain Lorm shall be sent to these Foreign-Friendly Nations to engage in diplomatic communication with them, with a view to securing treaties regarding recognition of Cheltian Nationhood, trade, and cultural exchange in the name of the Cheltian Nation. Those Lorm shall bear the name of the Barr and negotiate on his behalf.
3. A certain Lorm shall also be sent to the Micras Treaty Organisation to attain membership in due time.
